Decision on Phillips 66 oil train proposal delayed until October

Draft Environmental Impact Report

A decision on the proposal to increase the number of trains capable of delivering oil to the Phillips 66 refinery just west of Nipomo will not be made until at least October 5, 2016.

The San Luis Obispo County Planning Commission wrapped up its hearing Thursday afternoon with a decision to spend another meeting going over the plan line by line.

A number of environmental and community groups have spent the past year campaigning against the plan and letters from municipalities throughout the state have been sent to the County expressing concern over the project.

Opponents and supporters of the plan have said they expect the proposal to face additional hurdles once the commission makes its decision. These included the San Luis Obispo Board of Supervisors, the California Coastal Commission, and possibly the courts.
