British Police Confirm 19 People Dead After Reported Explosion At Manchester Arena

Police in Manchester, England, confirm 19 people dead at Manchester Arena following an apparent explosion after a concert by Ariana Grande. About 50 people have been injured. A Santa Maria couple is facing felony child endangerment charges, accused of leaving their four-year-old daughter in a car while they gambled at the Chumash Casino.

The Santa Barbara County Sheriff's Department says the girl was left to sleep in the vehicle on Tuesday around noon, but woke up and began wondering around the parking lot.

The department says 28-year-old Petra Zaragoza and 23-year-old Bulmaro Reyes are being held at the Santa Barbara Jail. Child Welfare Services placed the girl into protective custody.

Settlement reached in Paso Robles Police quota case

A settlement was reached Thursday afternoon in the lawsuit against the Paso Robles Police Department regarding quotas for handing out traffic tickets. The two sides agreed to settle shortly after opening statements were introduced in San Luis Obispo County Superior Court.

Long-time Paso Robles officer John Tatro filed the suit saying he faced monthly reviews based on his performance compared to citation statistics.

KCBX reached out to the Paso Robles City Attorney and the firm representing Tatro, but neither have released any details regarding the plea.

Work continues on entrance to Santa Barbara Harbor

A major cruise ship will have to bypass Santa Barbara this week because sand is blocking the harbor entrance. The Sapphire Princess was scheduled to arrive Wednesday morning and send its tenders into the harbor full of tourists.

Harbor Operations Manager Mick Kronman says the sand is a result of the recent stormy weather and a longer-than-usual period without dredging.

Red Flag Warning for Wednesday

Warm, dry windy weather is prompting a late-winter red flag warning along much of the Central Coast.

Santa Lucia winds (Santa Ana conditions in the LA region) will create a strong offshore push through Thursday morning.

Sustained winds of 40 mph and gusts of up to 65 mph are expected in the mountains of San Luis Obispo and Santa Barbara Counties, with red flag conditions expected during the peak period of Wednesday morning through Wednesday afternoon.

Drought Emergency declared by SLO County Supervisors

An official "drought emergency" has been declared by the San Luis Obispo County Board of Supervisors. Tuesday's vote was unanimous. 

The declaration could make the application process for federal aid easier for farmers, ranchers, and other water-dependent individuals.

District Three Supervisor Adam Hill says, while the vote was a formality, it does signal an on-going effort by the supervisors to tackle this problem.

Arroyo Grande Fire

Arroyo Grande Police are investigating whether texting is to blame for a roll-over accident Wednesday afternoon that injured a local teenager.

A witness says the car flipped several times after leaving the roadway near Arroyo Grande High School where the 17-year-old boy is a student.

Five Cities Fire Battalion Chief Riki Heath was driving on Fair Oaks Avenue when he came upon the scene, just moments after the crash happened.

Near-riot conditions this weekend in Isla Vista

  The Santa Barbara County Sheriff's Department says deputies were facing a near-riot situation in Isla Vista this weekend. More than 1000 people were in the street at one point on Saturday night, according to the department.

Deputies say the crowd began to grow around a crime scene where a visitor to Isla Vista was stabbed. That victim, a 20-year-old from Rhode Island, was last listed in critical but stable condition at a nearby hospital. A Lompoc resident, 18-year-old Kuriyan Summers-Dickinson, is charged with attempted murder.

Paso Robles turn 125 on Tuesday

A big Happy Birthday to Paso Robles which officially celebrates 125 years of being a city on Tuesday afternoon.

The anniversary festivities run from 3:30 to 5:30 p.m. in the downtown City Park, but road closures begin at 2:00. Tuesday's activities are part of a year-long celebration for the city.

People as far south as the Salinas Valley say they felt Sunday night's 6.9 magnitude earthquake that hit just after 10:00 p.m. off the coast of Eureka in Humboldt County.

Despite widespread shaking and strong epicenter, there have been no reports of injuries or major damage.

The quake hit in a highly-active area where the San Andreas Fault merges with other fault systems.

Drought affects Cambria's approach to Amgen Tour

The drought is playing a big role in how the village of Cambria will host the Amgen Tour of California stage 4 finish in May. 

At the start of this month, leaders in Cambria put into effect mandatory water restrictions to deal with a declared water shortage emergency. At a town informational meeting Thursday night with Amgen organizers, city officials, local business owners and citizens, local concerns—including the water issue—were addressed.
